I kinda think Shallow performing so well hindered fully pushing other singles as it may have detracted from that reaching a solid peak.
I was expecting Shallow to be a top 15 hit at best and it ended up going to #1 in so many countries which came as a fantastic shock but I feel that meant Shallow got all the major pushes and the most attention even in the film itself it’s used three times.
Shallow was also the song nominated at award ceremony’s too (although at the Grammys I believe it was the only one that could be nominated due to the dates of release).
Both always remember us this way and I’ll never love again done well enough though and at least added to her UK top 40 tally if nothing else
I personally also think that Gaga and her team were expecting I’ll Never Love Again to be the preferred song of the film outside of Shallow but Always Remember Us This Way seems to be the stan favourite from that era.

It might still happen if it's nominated for Grammys! Although I can see Gaga performing new music and being nominated for ASIB.
Edit: Keep in mind she he did perform Joanne material at the 2018 Grammys, 1.5 years after the album release.
If she is saving this for the Grammys it's a masterful strategy to keeping the era alive and would work wonders. Shallow has definitely cast a shadow on all the other songs in terms of success but this has done brilliantly despite that.

I think it's great that she has this kind of "underdog hits" that are not the obvious big guns (and this was a big hit in some countries.. #7 in Norway, #10 in Sweden, #12 in Australia etc)
This song would be as big as Someone Like You, Someone You Loved or All Of Me if it were released and worked on as an official single. Love songs (especially solo songs) tend to have high peaks and monster longevity, you just need to let people know the song exists and voilà!
I think this will forever always feel like a lesser hit than it actually was/is. It's sold monster numbers but has never felt big because it's not been on radios or pushed fully + in the shadow of Shallow.

It is been discussed here many times: it was a single and reached airplay charts in several countries. Was even playlisted by BBC R2. What more she could've done? US pop radio didn't even play Shallow that much, why would've they played this?

This song was only officially released in France and Italy, it wasn't sent to US radio (one of only three countries to include airplay as a component of its charts along with Canada and Germany), so having released this song as a single only in those two countries wasn't a smart strategy and doesn't make it an official single.
The song itself had a video was played on Radio stations here in the UK. Was on most playlists on Spotify and had heavy TV rotation. Was also in the charts for a while. Not sure what more could warrant a single without 'officially' declaring it.
The song was never officially sent to UK radio, it was never an official single in the UK, only in France and Italy where it was officially sent to radio. If the song received any form of promotion in the UK through radio or TV, it was certainly organic because of the hype of the film and had no influence from her record company on that.
It should be noted that just sending the song to radio has no effect on the actual charts unless it's sent to US radio where airplay is one of the components of their chart. Radio is not a component neither of the UK charts nor of any European country except Germany, which has included this format on their metrics in recent years. Anyone who understands the slightest about charts knows that radio only has an impact on iTunes these days, and, as is well known, iTunes means nothing on the charts in the streaming era, so sending a song to radio stations in random countries these days is a dumb and outdated strategy, unless you send it to US radio, where that metric will actually push the song up the charts directly.
It was also never performed on any TV shows, its video is just snippets of the movie and it also never had huge playlist reach and it wasn't kept for a long time on big playlists, the song was extremely organic since day one and it was never an official single since it never had an official worldwide push like any official single gets.
