I'd prefer a fully elected second chamber, based on some form of PR, as we still need someone to keep the loonies in the HoC in check.

Other - the House of Lords should be decided by random ballot.
To elaborate - the House of Lords is to be capped at 600 humans. Every year, that number will reduce based on members of Lords either passing away, voluntarily resigning, or being made to retire once they reach the age of 80 (the same as the Papal Conclave). Then for example if 30 spaces open up on the Lords during the year, then a random draw is held amongst any UK citizen over the age of 40 who wants to put their name forward for inclusion, with the first 30 names being selected being elevated to the House of Lords. This way, it ensures that the House of Lords is both more representative of the country as a whole, but also independent of the whims of the House of Commons. Of course members of this reformed House of Lords my opt to align themselves with a particular political party, but one imagines that it will result in a lot more cross-bench Lords than there is previously. |

Unfortunately it will only be representative of people interested in politics, and/or those who just want the money. |
