There's no way Birthday would've beaten Prayer in C to number one. There were different sales circumstances

Flat Beat's first week sales were of 283,000. The lowest weekly sale for a number one in 1999 was A Little Bit More by 911, which sold 75,400 copies on week ending 23/01/1999.
It is likely that at least Witch Doctor had higher first week sales than that (though I don't have any data to confirm this)
