Number 19s & 20s

Usually for a Top 20 position rate, a +30 scoring system is in place. You still can, if you wish. However, only 38 tracks peaked at No.19 during the decade, and again, just 38 peaked at No.20. So for this round, an extra smaller +10 system is added. Otherwise...
