Probably the promo back then didn't attract enough for publics to buy the singles. Glad those 3 songs was peaked inside top 10 in US Billboard Hot 100.

^ There's plenty of examples of old songs which weren't big hits at the time of release but became much better known later down the line... 'Summer of 69' is probably the best example of that, it only peaked at #42 but show me someone who doesn't know it!

It is weird though that Fleetwood Mac had big success in the singles chart both before and after the 'Rumours' era, and the album itself did extremely well, yet none of its singles charted particularly highly.

It does seem strange but my guess would be that most people who liked those songs back then just bought the album.
