You can use an artist, just not the song.
 And if an artist is already confirmed to be in the next BJSC, you can't use them as well.

Well I think it all comes down to who confirms the song first. I think something like that happened in the previous contest, where Kopecka confirmed serebro before another country had the chance too.

Hmm I dunno. Well people are having their national finals, and apparently if they choose to have an artist in their national final, then no one else can use them. Tbh, I've no idea, and I just choose a person and don't bother having my own finals. @D
