The Dua sales situation is different, these fan funds are questionable but at the end of the day there isn't really much if anything they can do to block them (short of something drastic like banning songs that have these kind of campaigns from charting at all which they're not going to do). There's no way to distinguish between a person buying the song with their own money and them doing so with money from the fund.
