There must be a better way to do it, but I use the Soften tool (on the left menu).

The Digital Camera Noise Removal works fine aswell (Adjust > Photo Fix).
Just do this:
- Go to Layers > Duplicate
- Go to Adjust > Photo Fix > Digital Camera Noise Removal
- Then with the Eraser tool (on the left menu) remove the places you don't want to be airbrushed

A new retouching I done,

I didnt really follow that tutorial. laugh.gif I added my own effects (makeup, skin, hair, clothes, etc.) :

it's a clever tutorial.... but you should always ensure you never 'overdo' it as it's easy to end up with a photo resembling a waxwork dummy wink.gif

i was doing it on GIMP - and its not terribly easy laugh.gif
i had slightly better results on PSP...but this picture amused me more laugh.gif

It's fine you just need to sharpen the image after. Are you using Photoshop btw?
