(Plus he said before that it's not going to be on streaming so if he sticks to his word on that - if the album ever comes out at all - it definitely isn't going anywhere near #1 in either country). Dua vs. Taylor's third week could be quite close in the UK I reckon (though I'd be tempted to say Taylor is the favourite), but I'm not sure Dua will even be in the mix for #2 in the US, 'Future Nostalgia' only peaked at #3 there.
