Do itunes video downloads of a single count as a digital sale too? For instance if people download Kylie new video for Say Something today?

It's confusing cos If you go to the definition of a single in the OCC rules
it mentions audio downloads, audio streams,
and video streams but not video downloads

but then if you go the combining section it says:
Digital Audio or Video Track -Permanent Digital Download -Unlimited digital variants or alternative versions of featured song may be combined for chart placing.
