Yes, it is part of "Ireland" (as in the island of Ireland), but the island of Ireland is not a political entity on its own. The island of Ireland has two political entities : Northern Ireland (belonging to the UK) and the Republic of Island (independent from the UK - and generally called "Ireland", that's why it's confusing).

 

The "Irish chart'" refers to the Republic of Ireland, therefore Northern Ireland sales dont count for the Irish chart. ;)
