July 15, 200618 yr The Government made it a universal policy so regardless of income everyone is legally entitled to it. You could make it means tested but to me this degrades the people, forms have to be filled out, inspectors are employed to check no-one is cheating the system and before long it costs more to administer than the money handed out. Just look at the disaster thet the tax credit system is in.The current way is still cheaper to the tax payer in the long run. But the super rich do not really need to claim it ,do they?

July 20, 200618 yr it beggars belief doesn't it! the richest are always the worst at paying their bills in my experience. the first to fiddle the expenses and the quickest to claim all their rights and use all the loop holes to get more. I think all benefits should be "means" tested, that phrase is always used to make it sound degrading but its not, it is just a way of determining how much income you actually have. of course do away with it and you would find the people who didnt need the help would be the first claiming their share of the benefits that poorer people actually depend on to get by. Probably using it as a bit of extra pocket money to spend on more pointless goods.
