I laughed when, at Prime Minister's Questions a few weeks ago, David Cameron said councils should look to his own Oxfordshire council, which wasn't having to close libraries - that might be because Oxfordshire is one of the few councils getting a funding increase (the others being the deprivation hotspots like Dorset and Surrey), while the biggest cuts are handed onto places like Hackney, Manchester and Liverpool.

 

I imagine Pickles thought that, by giving the biggest cuts to poor councils, which he assumed would all be Labour-controlled, he'd be able to let Labour take the wrap for the cuts - but what he apparently failed to realise is that, actually, some of the councils in the poorest areas are run by the Tories atm, like Blackpool and North Yorkshire, due to Labour's terrible results in local elections over the past few years.
