I'm only basing that 35 clubs on how many there were last year, ESC Today say there will be 41 - so you never know! I'm not sure where they've got an extra 6 from though!

I've had a check and I can't find any sources for this, but I did find this from 2009 after 26 clubs had voted, which had Norway on 256 points, which would've left it impossible for them to reach 387 if there were 35 clubs voting that year - http://www.esctoday.com/news/read/13816
