What about stuff like an atmospheric drone synth, can that be considered a hook? I would think a hook is like a catchy part of a song, therefore I would not consider every piece of music as a hook.

Atmospheric drone is a hook for certain listener - as we don't all look for the same things in music. Someone listening to drone metal is looking for something different that someone listening to an Aqua album and what attracts their attention in one drone metal track in comparison to another drone metal track is a hook, something that triggers their musical taste.
