Weird Al has been doing these for 20 years!

 

He's not legally required to get permission from the original artists, but he always does. Back in 1996, Coolio publicly stated that he didn't give permission for the parody of his Gangster's Paradise (the fantastic "Amish Paradise") and Weird Al was very apologetic. Anyway most people think he DID give permission but then later denied it.

 

The original artists do get royalties.
