January 18, 200718 yr I think they give bullets to things that have improved greatly week-on-week. But the songs bulleted haven't necessarily gained from the previous week. Like last week all songs in the hot 100 had big decreases sales-wise (post-xmas slump) and none had enough airplay gain to actually increase their overall points so Billboard uses a curve and then bullets tracks with smallest drops compared to others. The same thing happened before xmas when all songs gained a lot of points but only the ones with the biggest increases were bulleted.

Yes thats right....I think the official term is songs that have "outperformed the market". Ie, done better than all other songs that week.
