I think maybe Louis is getting desperate for some exposure for him. I don't think his tour was massively successful. Support acts have to pay the artist they are supporting now or appear for nothing. I think that's why the Puppini Sisters cancelled their support for Will. They were just getting some recognition and probably decided they didn't need him.
