No. The IFPI go by shipments. So if an album shipped say 2m, it does not neccasarily mean it has actually sold over 2m over the counter. Therefore, if an album is certified 2m in 2002 it could've only sold half of this amount, therefore, 5 years later, it may still not have actually sold the shipment. But yes, it is possible they are on around 12m when you consider extra sales.

 

Explain how they have sold over 20m though. The fansite hype is pathetic, remember the whole myth that Coast to Coast sold 12m came from on of those fansites. This is clearly not true.
