A song can have a bullet even if its total points have a huge fall or it might not have a bullet even with a huge increase in points. What it really means is that compared to all other songs in the chart it is in that certain number of songs that have had the best week compared to previous week. Like two weeks ago when all songs had huge increases in sales all songs in the hot 100 actually increased their points but only some were bulleted. The next week almost all song had huge declines in sales and probably only one or two songs were able to increase their points but again a certain number of songs with the smallest point declines were again bulleted. So with bullets Billboard is separating songs that are doing the best since the previous week but it really has nothing to do with individual song's points but the overall market and how the song's points compare there to other songs.
