hmmm.... those who control rescources maybe. water for most is freely available, but energy is a different thing. gas, oil, coal even are becoming diminished and their value will rise. those who control these will weild power.

..All the more reason to find alternative and renewable energy sources...... The exploration of oil, gas, etc is incredibly invasive and damages our environment... This leads increasingly to droughts and therefore water shortages....

 

...Also, it would probably help if we could get the Global population under control..... Six billion people in the world is not something the planet was ever meant to really cope with.....
