I'm not quite sure on this, but given that the addition of a great deal of non-nominators would severely skew the results I'm much more inclined to say that you shouldn't be able to vote in the competition if you don't nominate, but there's no firm decision yet :P As always the consultation of others will be required! ^_^

Yeah I think your nominations should count as "registration" for this contest. If you don't nominate I don't think it's fair that you can come in later on.

 

Besides, if there isn't a definite list of countries participating, how are we to know who is still to vote or whether we've got votes from everybody.
