Way off topic, but - it's not like that at all. You can buy as many songs as you want, you can only vote for one political party. And, in fact, Vidcapper is not even arguing that Thatcher shouldn't have won, but only making the point that it doesn't necessarily mean she was popular with most people. As, indeed, a song getting to number 1 doesn't mean that it's popular with most people...

I understood that you could buy up to three copies - that the OCC allows for fans buying a couple of extra copies in hope of helping a track chart, but that beyond a few is thought unreasonable.
