It's not be relegated to a buzz single, if that is what you're trying to say there. It is still the first single, nothing has changed. Why are people assuming that it's been changed to a buzz single?
I suppose most people assume it is a buzz single due to the fact that hasn't made the hype that everyone expected from an artist as huge as Beyoncé, and secondly its debility to make impact to the audience. I don't support this, but i think it's how common people see it (aside people involved with music etc.).

I wouldn't hold my breath for a Beyoncé smash hit this era. Every artist has their quiet phase. None of the three songs we've heard so far are really single material so this will have to be the most commercial thing on there... as of right now I'd predict that the album will sell a healthy 1.5 million in the US and platinum in the UK but won't come close to the dizzy heights of the IASF era. Which is fine.
Beyoncé is too clever to let the whole era die. If sales are not as high as she expects, she will easily make something ala "Bday" and re-release the album with a HUGE hit.

Don't get how it didn't go #1 everywhere^I thought this album would go #1 in 15+ countries :P
Charts in some countries aren't based on the same week as everywhere else. For example in Ireland it entered at #1 with only 4 days sales. So probably this may happened in other countries too. Plus, in some countries they started selling the album before 23rd so i don't know if this counts.
