I will agree with the part about songs quality which is obviously a reason for an album to flop, but i think that years to create new material doesn't always lead to a good thing. Both Duffy and Mika had 2 and a half years but still both flopped with second albums. I think it has more to do that when an artist is not established in general public's eye (yes both sold millions but audience was all about the album and not the act), they need to bring a material, not necessary better, but something that will somehow make their name "first page" again. Plus, promo, right timing/not big competitors etc. play a huge part.

I would say 90s followed closely by 2000-2010. I suppose for most people it would be the years that they started following music.

Hearing those instrumentals from gagavision episodes, i've got a feeling that best songs will remain album tracks, just like Dance In The Dark.
