I think the issue with Dua is that her re-release is in the UK only and Spotify tends to operate as one big world wide playlist. Be The One was already a hit in many other countries last year. Local hits are becoming a rare thing. And it's why you see the same songs charting in every country. Interestingly though, it's allowing many songs to chart on US Spotify that I don't think would ever chart in the US otherwise.
