The only reason I can think of is that they were doing their age old trick of sticking their head in the sand and hoping one way or another the war would be over and no decision would have to be made, totally unaware of the obvious fact that it was only gonna get worse and now we're basically stuck with 2 camps and a few floating in the middle. Whilst I don't see many countries pulling out because Israel is out (despite the rumours), the outrage at either decision and the following mudfight in the media will not be pretty.
