Unless they change the rules and have things like "3 home-grown players" in each squad like they do in some leagues, then its always going to happen. Arsenal aren't the only ones, and to be fair you're probably an Spurs fan CDADJ. All Premiership Clubs do it, even Aston Villa have loads of foriegn players.
