Pretty much. Music Week didn't switch to audience based airplay charts until 1993 if I recall correctly.

At the time, the airplay chart was based on playlist reports from radio stations. So songs like "Merry Xmas Everybody" or "I Wish It Could Be Christmas Everyday" couldn't chart on the airplay chart unless it was playlisted on one of the big stations (Radio 1, 2, or Capital at the time).
