Those who attended are not random people. They registered to get tickets because they wanted to attend a Kylie gig, which means they are fans. They weren't there to see another act, like in a festival setting. Would you register to get tickets for an act you don't care about? I don't think so.

It doesn't really matter. It was a hit that managed to reach the wide public. Everyone is supposed to bop to it. You don't need to be a fan in order to do that.

I don't think it translates well live - neither the choreography nor the vocals.

It was sent to radio, got a pretty expensive music video and had remixes commissioned, so yeah, it definitely got a proper push as a single.
