Gap-year graduates to be funded by taxpayers
Taxpayers are to fund gap years for graduates to keep them off the dole queue, The Times has learnt. Hundreds of university leavers will get public money from Lord Mandelson’s department to help them to travel to places such as Costa Rica, Borneo and India. The class of 2009 — the first to pay top-up fees — faces becoming the “lost generation” in a graduate job market that has shrunk by 20 per cent in the past year. The number of graduates who are unemployed six months after leaving university has reached its highest level since records began, with one in ten not in jobs or further study. Careers experts say that 80,000 will hunt in vain for work this summer. A surge in the number of applicants for university — up 10 per cent on last year — means that the situation for this year’s graduates is expected to worsen. Rising numbers will be graduating every summer, adding to the competition for jobs. Critics said that the Government was “bribing” graduates to go on gap years in order to massage unemployment figures. The first university leavers to take part in the scheme will spend the months up to Christmas living in remote communities and going on expeditions in projects that usually cost £3,000 per person. The advertisement for participants asks: “Have you recently graduated and feel like everything is all doom and gloom?” Joining an overseas expedition “could be just the thing you need to inject some excitement and optimism into your life”. The expedition would “boost your employability skills and help set you apart from the crowd”. The graduates, who must be under 24, will help to build schools and to improve sanitation. They will spend time learning skills that the Government and Raleigh, the gap year company running the programme, say will help them to find jobs when they return to Britain. The TaxPayers’ Alliance reacted with anger to the initiative. Matthew Sinclair, its research director, said: “The Government’s attempts to keep people off the unemployment numbers at any cost are growing more and more transparent. “It’s increasingly clear that whether it’s soft jobs in the public sector or paying for gap years, the important thing is masking the problems in the economy rather than actually delivering value for taxpayers’ money.” Gap years should be paid for by the travellers or their parents, he added. “This kind of charity, paid for out of the taxpayer’s pocket, is unfair and unsustainable.” Alan Smithers, director of education and employment research at the University of Buckingham, said: “The Government doesn’t want to make available thousands of extra places at university, but is funding gap years. It’s really an extraordinary waste of money, just to bring down young people’s unemployment figures. The Government would be better off creating places in education, so young people can develop employable skills for when the economy picks up, instead of having to bribe people to go on gap years.” But David Lammy, the Universities Minister in the Department for Business, Innovation and Skills, said that volunteering was particularly beneficial for new graduates. “It can help to develop the communication and leadership skills that are so highly valued in the workplace.” The project is being openly billed as a way for graduates “struggling to find work” to develop “soft skills their CV might lack”. The scheme promises to teach teamwork, leadership, project management and problem-solving. The Government will provide £500,000 for 500 young people to go on the trips and this may be extended in future. Raleigh, with which Prince William travelled during his year out, says that 72 per cent of the money raised goes towards expeditions. This includes staff, accommodation, transport, safety equipment, food, training and medical care. The rest is spent on fundraising, marketing, head office and governance. This summer 300,000 students graduated, the largest group to finish higher education in Britain. They are the first to leave university with debts of £15,000 to £20,000. David Cameron, Gordon Brown and the great debate
Lord Mandelson's unexpected suggestion yesterday that Gordon Brown would be happy to take on David Cameron in a televised debate during the general election campaign. The First Secretary of State said in a newspaper interview that he did not think the Prime Minister "would have a problem with that". It was no slip of the tongue: in a subsequent television appearance he said there should be "open debates between the parties and between the leaders". Yet within hours of Lord Mandelson's intervention, Number 10 had squashed the idea flat. Mr Brown's spokesman said that the PM's views on television debates had not changed: he is against them. Which brings us back to our original question – what did Lord Mandelson mean? Was he seeking to embarrass Mr Brown? If so, he has succeeded. Or did this famously strategic political operator have another plan in mind? Could he have been thinking that by the time of the election, Labour may well have a leader who would both relish the prospect of a televised debate with Mr Cameron, and might even be rather good at it – perhaps, to pluck a name out of the air, Alan Johnson? Easy-going ex-postman pitched against a Tory toff? Who would not want to see that on the telly? Some might see this as being too devious an explanation, but when Lord Mandelson is involved, things are rarely quite what they seem. New legal blow for hacker fighting extradition to US
The British UFO enthusiast and computer hacker Gary McKinnon lost his latest legal battle yesterday to avoid being extradited to the United States, where he faces up to six decades in a maximum security jail. American prosecutors accuse Mr McKinnon of perpetrating the "biggest military hack of all time" and have vowed to imprison him for breaking into 97 government computers shortly after the 9/11 terror attacks. His supporters say he never meant to cause any damage and was simply looking for evidence of extraterrestrial life, a hobby which had turned into an obsession because he suffers from Asperger's syndrome, a form of autism. They believe he will be a suicide risk if sent to an American prison. The 43-year-old self-confessed hacker from Wood Green, north London, had gone to the High Court to challenge the decision by successive Home Secretaries, which permitted his extradition to go ahead, and the Director of Public Prosecutions (DPP) for refusing to try him in Britain instead of the US. But yesterday Lord Justice Stanley Burnton and Mr Justice Wilkie dismissed those claims and said his extradition across the Atlantic would be "a lawful and proportionate response". The High Court also backed Keir Starmer QC, the DPP, who has refused to try Mr McKinnon in Britain – an act that would save him from extradition. Outside the High Court yesterday, Mr McKinnon's mother, Janis, said the decision was "heartbreaking" and called on the US President Barack Obama to intervene in her son's case. Directly addressing Mr Obama, she said: "Stand by us and make this world a better place, a more compassionate place. "Obama wouldn't have wanted this. He doesn't want the first person extradited for computer misuse to be a guy with Asperger's, a UFO guy. I'm just praying, please hear us, Obama, because I know you would do the right thing." Speaking after the judgment, the Home Secretary Alan Johnson made it clear that, like his predecessors, he had no plans to stop Mr McKinnon's extradition. "Mr McKinnon is accused of serious crimes and the US has a lawful right to seek his extradition, as we do when we wish to prosecute people who break our laws," he said. The Home Secretary's words were in direct contrast to those of the Conservative Party leader David Cameron, who has come out in support of Mr McKinnon and called on the extradition treaty between the US and Britain to be reviewed. "Gary McKinnon is a vulnerable young man and I see no compassion in sending him thousands of miles away from his home and loved ones to face trial," he said. "If he has questions to answer, there is a clear argument to be made that he should answer to them in a British court." Mr McKinnon will not, however, be handed over to US officials just yet. Yesterday his solicitor Karen Todner confirmed she would be appealing to the newly created Supreme Court and was willing to take her client's fight as far as the European Court of Human Rights. She also accused the Government of doing little to ensure that Mr McKinnon would be given bail while awaiting trial, something the Government fought for during the extradition of the so-called NatWest Three – a trio of British businessmen who were indicted for wire fraud during the Enron scandal. As their extradition loomed, the then-Prime Minister Tony Blair said he would try to persuade the Americans to grant them bail until the trial. "In the NatWest Three case the Attorney General flew to America to obtain assurances of bail for them," said Miss Todner. "No such actions have taken place for Gary, nor has he been promised repatriation immediately upon sentence." If Mr McKinnon is sent to the US, prosecutors have indicated he is likely to be held in a "Supermax" prison, usually used for high-risk and violent inmates, because he is considered a flight risk. Father found guilty after praying while daughter died
A man accused of killing his 11-year-old diabetic daughter by praying instead of seeking medical care has been found guilty of second-degree reckless homicide. Dale Neumann, 47, was convicted over the March 23, 2008, death of his daughter, Madeline, from undiagnosed diabetes. Prosecutors argued he should have rushed the girl to a hospital because she could not walk, talk, eat or drink. Instead, Madeline died on the floor of the family's rural home as people surrounded her and prayed. Someone called an ambulance when she stopped breathing. Neumann stared at the jury as the verdict was read out yesterday in the courtroom in Wausau, Wisconsin. Defence lawyer Jay Kronenwetter said the verdict would be appealed. Neumann, who once studied to be a Pentecostal minister, testified that he believed God would heal his daughter and he never expected her to die. God promises in the Bible to heal, he said. "If I go to the doctor, I am putting the doctor before God," Neumann testified. "I am not believing what he said he would do." The father testified that he thought Madeline had the flu or a fever, and several relatives and family friends said they also did not realise how ill she was. Leilani Neumann, 41, was convicted of the same charge in the spring. Marathon County Circuit Judge Vincent Howard set October 6 for sentencing for both parents, who face up to 25 years in prison. Their case is believed to be the first in the Midwestern state of Wisconsin involving faith healing in which someone died and another person was charged with a homicide. Last month, a jury in the western state of Oregon convicted a man of criminal mistreatment for relying on prayer instead of seeking medical care for his 15-month-old daughter, who died of pneumonia and a blood infection in March 2008. Both the girl's parents were acquitted of a more serious manslaughter charge. Source: Independent on Sunday Good, serves him right.
