Quite obviously this is what's going on, hence why Rita Ora of all people got an award as she's about to release an album. It's purely promotional fodder rather than something meaningful; even older artists with a couple of hits + a huge catalog might end up getting this award; it wouldn't surprise me at all if acts like Spice Girls, Sugababes, Kylie, etc have or will achieve this despite never really doing anything meaningful in the streaming era due to their catalogs.

The issue is that you need to build a fanbase to tour ok venues - people like Robyn, Tove Lo, Carly etc. spent a lot of time doing every little dive bar that would have them until they could expand to doing their own tours. She's had such sporadic success in Europe + nobody really knows how she is as a live act (I'm Blue isn't exactly the song to sell a tour on!), so they might've felt she couldn't do more than six dates.
