is anyone else gettting the problem on itunes store where u can acssess the home page but cant go on your account and buy songs?

How can these be climbing when ituenes store wont let you but uany thing cos of the stupid 1 year app aniversary! I found this out as i was about to buy Crying Lightning but wouldnt let me i went on the itunes forum and it says there has been and fault and will be fixied by miding :(

Basically you had to select 3 songs you loved so your favourite would get 3 points 2nd would get 1 and 3rd would get 1 point and this goes towards the love chart. Then you had to select 3 songs you hated so the one you hated the most get -3 points the 2nd least favourite would get -2 points and your 2rd one you hated would get -1 points and that would go towards the hate chart.
