It is a rolling chart. RATM have probably outsold Joe by 2:1 on iTunes today - and their lead seems to be increasing ;)

iTunes don't actually say, so no one seems to know for sure. In the past it was thought to be a rolling 48 hours chart, others consider it a 24 hour chart.
