By far the years most successful non English language track was 'Alors On Danse' by Stromae. The track was first released in Wallony in the Autumn of 2009 where the track went to #1 but didn't have enough impact to enter the HET30 at the time. When the track was released across central Europe in April, the track slowly progressed its way up the chart before settling at #1 for seven weeks. Coincidentally, the track returned to #1 in Wallony almost a year after it was first released.

It's all down to points collected and this is depending on how successful tracks are in the majority of countries. For eg; 'Alors On Danse' and 'Waka Waka (This Time For Africa)' collected 0 points from the UK. Had both been #1 singles, those extra points from the UK would've made a difference, especially for Stromae as he could've been pushing for 5th place (there was a fairly big points gap between 'Bad Romance' and 'TiK ToK').
