Can Japanese imports get into the album chart if they sell

I've just got Kaiser Chief's Bumper 7-song catalogue Lap of honour in hmv an import from Universal records in Japan.

I was wondering could Japanese imports (any imports in fact) get into the album chart if they sell enough or are they all banned?

also what other weird imports are they?
