I've posted this in Lily's album thread but I also thought it would be good to post in here:

In an interview with Rolling Stone, Allen said that Gaga should be "commended" for staying true to herself. "If she's not succeeding commercially because she's standing by what she does as art, then that's a f**king great thing," she explained. "That's to be commended. That's what makes a martyr. There's nothing wrong with that."

So, is this the true reason for Artpop's underperformance?

Yes. Lily Allen is one clever cookie! The rest of the industry think Gaga's flopping because she's crap, but Lily knows the true reason!
Well she has a good point but it's not the reason why she's underperforming. The quality of songs on ARTPOP are lackluster compared to even Born This Way, and even more disappointing compared to the artist who was getting high levels of chart success four or five years earlier.

What do you mean, even compared to Born This Way? That's an amazing album, and only surpassed by The Fame Monster EP! I actually think ARTPOP's better than The Fame, there's so much throwaway trashy pop on there. But I agree that ARTPOP isn't the standard it should be. I needed to be her best album yet, but it's not.

Hopefully Part 2/Act 2/Volume 2/whatever it's called will and should be much better quality.

Fair enough. I guess the underperformance hindered my praise for it.

Lady Gaga has responded saying she has always been a fan of Lily and appreciates her standing up for art/artists and Gaga.

Also saying that she thinks that all artists should stand up and support each other <3
