This is how I understand it goes:

 

People want Trouble out, but no one votes for it so they go for something else.

Next round a couple of people actually vote for Trouble.

Everyone that previously didn't, jumps on the train.

It's probably because there are other more shambolic songs to focus on that it's slipped under the radar.
