I guess I haven't seen anything that far back, but I thought it was traditionally usually C-B-A climb? This whole debuting on A List seemed to come into play since OS sales came into play.

 

Yes that is normally how the playlist works since the 00s, but back then you had a lot more songs appearing in the A and B lists as new songs, especially before the late 90s. Even in 1997 they still did A-list additions regularly, though by 1998 it was more of a rare occurance (but plenty of B-list additions back then until around 2001 when even B-list additions were rare).
