Nope it's definitely happened before, in fact 'Dura' and 'X' are higher in this year's year-end and they didn't make the top 40 either :P

I think literally all of Reputation's sales counted toward 2018 rather than 2017 (Billboard's cut-off date is November not December) which gave it an advantage.

 

"IDGAF" is really strange because it probably only made the list due to its last week on the chart, where it declined below the top 50 with 20+ weeks but they seemingly kept it on because pop radio were still giving it a glacial 100-200 weekly bullet (though Billboard didn't mark it with a bullet as they usually do).

 

However, Nicky Jam has everyone beaten, not with "X" but in fact "El Perdón" which made the 2015 Hot 100 End Of Year chart with a peak of #56.
