I had free school meals in the 60's. My dad was serving abroad and we lived in a one-bed flat in Liverpool with my brother and my mum and my dog and the local mice scuttering around the flat at night.

 

In those days, school meals were 2 courses, cooked "sunday dinner" styled to start, and a pudding. Every school had its own canteen and staff, and kids from poor backgrounds were issued meal tickets for each day at school, paid for by the State after examining income. As a lone parent who was working in a factory, mum was eligible.

 

This made sure kids who were eating less nutritious meals at home due to finance restrictions had 5 good meals a week, and it provided jobs for the local community.

 

That system worked.
