The Beatles - 28m 2. Queen - 20.m 3. Elvis Presley - 18m 4. Madonna - 18m 5. Michael Jackson - 16.2m 6. Robbie Williams - 16 million (but well over 17 million shipped and i'm not sure if the others sales are shipements, if so then Rob would be higher than MJ :o )
