In answer to your question, I get the I-Tunes chart via signing up to the I Tunes stores (where I frequently buy tracks) http://www.apple.com/itunes/download/ and then once I have it loaded onto my PC, I click on the Top Songs arrow on the right-hand side of the front page, which produces the Top100 screen for my country (the UK).

 

If you are from another country, you would have to go to the bottom of the front page and change the "My Store option to the UK to view the UK front page".
