Well there are many interpretations about this video, no one seems to know its real meaning.

 

However, I read a comment about it that seems to be the best interpretation of the video:

 

"The video shows Kylie as the bored trophy wife of a millionaire, played by Blade Runner and Batman Begins actor Rutger Hauer. Kylie's ghost rises from the pool (having drowned herself in it before the start of the video), and topless taunts her widower and his guests. Then she goes to a casino, finally being able to 'live' (ironic as she could only achieve this in death). She returns, and breaks a vase in an attempt to frighten her husband, before returning to her resting place in the pool. "
