There was the limit for countries participating these years and had you finished low you are not allowed to participate.

 

But, on another point, "Umbrella's" wouldn't do well nowadays :o

Yeah I know, but you didn't make that particularly clear by just saying 'participation terms' in your original post :P Anyway, I assume people would still take risks regardless of participation...
