I don't see why you couldn't have a side-by-side chart of "recent releases" that only counts songs that came out in the last X weeks, but certainly I don't think it should replace THE Chart, because that is the chart of what is currently popular, and that should always track the real public mood.

Did Maroon 5's "Moves Like Jagger" get much airplay on Radio 1? It was never in their A/B/C List so it seems like that too got snubbed. Didn't seem to stop it sitting in the Top 3 for the past few weeks though! So I say "never say never" with Sugababes...
