He probably meant sales and streams from 1994 i.e. in the OCC database. It does not include original sales.

From Alan Jones on 3rd August For context, 1,348 tracks have achieved digital consumption – sales and streams combined - in excess of a million units, the most recent to do so (yesterday) being John Lennon’s Imagine. The artists with most digital tracks with seven figure sales are Ed Sheeran (30) and Rihanna (28).

But we don’t know what pre-1994 sales were for many records, only some record company shipment figures. I got an email from BPI several years ago suggesting they were trying to add pre-1994 sales to present day digital sales but found it too difficult due to large amounts of missing “sales” and record companies no longer in existence. This idea was therefore abandoned. Doubt if we will ever get complete sales figures. The 1994-1997 situation applies also to album sales. (but probably worse than singles). The OCC said a few years ago that the 1994 Beatles album, Live at the BBC, sold 480,000 but other sources at the time said it had shipped around 800,000 copies. A great under-estimation.
