It is logical that people he already has contacts with will be more eager to help, perhaps, than others. If you gathered a group of people to sponsor you for something, I'm sure your friends would be much more willing than a stranger in the street. It's also logical that he will dial all of the people in his contact book before he asks others. The sponsorship thing isn't a fantastic example but it's along the same lines, imo.
