From reading up, Soundscan rounds to the nearest thousand because they don't really want us to know the exact total. The difference between HDD & Soundscan seems to be that some smaller retailers don't get counted by Soundscan, but they do seem to be included in HDD? I couldn't work it out 100%, but that should be the basic stuff.

Not at all. The only reason Soundscan's numbers are rounded up is that that figure is taken from an article around the chart toppers across the various charts. More comprehensive data can be found in the Billboard magazine for subscribers but it's not always typed up online. Somebody will probably go to the trouble of doing it this week though being such a big week and all. Also Soundscan's numbers are often slightly higher than HDD's. Soundscan tracks 100% of licensed retailers.
