Yes - unlike sales, where there is potentially almost no limit to weekly figures - with airplay there is only a certain number of times you can play a song each week without p155ing off your audience. :)

Well, this is the YTD chart. We're 3 months into the year, so new songs on the radio will take a few weeks to climb in.
